Role Summary

The Director of Pre-Construction & Planning leads the Pre-Construction team, overseeing activities related to land acquisition, architectural design, and regulatory compliance. This role ensures that pre-construction plans align with Built By DAO’s strategic goals, including sustainability and community integration. The Director collaborates with internal teams and external stakeholders, including government agencies and local officials, to prepare projects for successful execution.


Key Responsibilities

Task Group 1: Strategic Oversight

  • Develop and implement strategies for land acquisition, design, and regulatory compliance to ensure project readiness.

  • Align pre-construction activities with the organization’s long-term goals for sustainability and community impact.

  • Monitor and assess market trends to inform planning and development strategies.

Task Group 2: Team Leadership

  • Manage and mentor the Pre-Construction team, including specialists in land acquisition, urban planning, and regulatory compliance.

  • Set performance metrics for the team and ensure they meet project milestones and quality standards.

  • Foster a culture of innovation and collaboration within the team.

Task Group 3: Stakeholder Coordination

  • Coordinate with external stakeholders, such as government agencies, community leaders, and private partners, to facilitate project approvals and align with local requirements.

  • Represent the Pre-Construction team in meetings with regulatory bodies and public forums.

  • Work closely with the Construction Project Manager to transition pre-construction plans into actionable project timelines.

Task Group 4: Risk and Compliance Management

  • Identify potential risks during the pre-construction phase and develop mitigation strategies.

  • Oversee the preparation of regulatory documentation, ensuring compliance with local, state, and federal laws.

  • Ensure all project designs meet environmental, zoning, and building standards.


Skills and Qualifications

Required Skills

  • Expertise in land acquisition, urban planning, and regulatory compliance.

  • Strong leadership and team management skills to oversee multidisciplinary teams.

  • Excellent negotiation and stakeholder management skills.

Preferred Skills

  • Proficiency in project management and planning software.

  • Familiarity with sustainability certifications and frameworks such as LEED or WELL.

Qualifications

  • Bachelor’s degree in Urban Planning, Civil Engineering, or a related field; Master’s degree preferred.

  • Minimum of 7 years of experience in pre-construction management or a related field.

  • Certification in project management or urban planning (e.g., PMP, AICP) is advantageous.

  • Number of projects transitioned to the construction phase on time and within budget.

  • Percentage of regulatory approvals obtained without delays or major revisions.

  • Positive feedback from stakeholders and internal teams on planning and coordination.

  • Review architectural designs and land surveys for alignment with project goals.

  • Approve regulatory submissions and resolve compliance issues as needed.

Summary: The Pre-Construction Coordinator supports the Director of Pre-Construction & Planning by managing administrative tasks, coordinating team schedules, and preparing documentation for regulatory submissions.

Key Tasks:

  • Assist in preparing land acquisition and architectural documents.

  • Maintain schedules and track milestones for pre-construction activities.

  • Coordinate meetings with external stakeholders and regulatory agencies.

Skills and Qualifications:

  • Strong organizational and multitasking skills.

  • Proficiency with planning and documentation tools.

  • Experience in construction administration or planning support is preferred.

Performance Metrics:

  • Timeliness and accuracy of documentation and scheduling.

  • Contribution to successful project transitions into construction.
